Evaluation
Outcomes will be measured in areas such as student enrollment, child progress, staff development, preschool KQRS ratings, and the number of families receiving services. In addition, the effectiveness of the facilitated planning process for the collaborative projects will be evaluated.
What is the logic model for the grant project?
A logic model describes how the KPP model works, as well as, the collaborative process leading to integration of service.
What is the evaluation plan?
The evaluation plan has two components: 1) evaluation of the three demonstration communities KPP models by the Kansas State Department of Education (KSDE), and 2) evaluation of the collaborative planning process, which will be conducted by Christopher Smith, Ph.D., in coordination with KSDE.
What measures will the KPP evaluation address?
- Child Outcomes: The KELI-4 will be used with randomly selected children, along with locally determined assessments aligned with the Kansas Early Learning Standards. KSDE will also evaluate use of the Creative Curriculum assessment, which is used by the Head Start programs through a web-based assessment process.

Classroom:
Selected components of the current Kansas Quality Rating System (KQRS) will be
used to collect data with a strong attempt made to streamline the process of
data collection. These components may not be assessed using the current KQRS
instruments or process. The following list is research-based and will be
incorporated into the evaluation:
- ECERS
- Parent Involvement
- Classroom practices (including instruction, assessment practices, and curriculum selection and use) — using the Classroom Assessment Scoring System (CLASS)
- Curriculum alignment with the Kansas Early Learning Standards.
- Teacher/assistant teacher education level; administrator information and knowledge base: a matrix and career lattice will be developed to support movement towards higher degrees and/or knowledge levels.
- Work towards Licensure of ALL sites.
How will the KPP evaluation be implemented?
All child and classroom evaluation systems will be in place in all three communities by the start of the 2009-2010 school year. Training on the use of the evaluation tools will be provided to all staff. Additionally, as part of the partner planning process, targets will be established for each measure, along with a common tracking and reporting system.
How will the collaborative evaluation measure the effectiveness of the facilitated planning process?
The effectiveness of this facilitated planning process will be measured through pre- and post-process surveys (Community Collaboration Assessment Process), focus groups with partners at the administrative and direct service level; and content analysis of documents generated (e.g., Partnership Agreements, program standards and protocols, cost allocation formulas, etc.).
